I have, etc., to refer to paragraph 5 of your
confidential despatch No. 2 of the 4th September
on the subject or the reclamation of the Southern
shore of Deep Bay.
This project is mentioned in connection with
the need of a site for the resettlement of the
villagers who would necessarily be displaced if the
proposals for an air field at Deep Bay are carried
out. It has been suggested, however, that the
reclamation scheme might merit consideration,

irrespective of the decision on the airfield
for the original purpose of rice-growing.

Welfare Act.
I should be glad to have your views on this
suggestion in due course.
I am addressing you separately in regard to
the main subject of your despatch under reference.
